EU's chances to hit climate target have improved

The prospect of settling the EU's budget for the next seven years improves the likelihood that the EU's heads of state and government reach an agreement Thursday on reducing Europe's carbon emissions by "at least 55 percent", even though certain conditions from select countries will need to be accommodated.
