Baltic countries form offshore wind partnership

Suspected embezzlement of subsidy capital and fear of Russian involvement have been a few of the factors that have thus far obstructed offshore wind development, but Estonia and Latvia are now ready to establish guidelines for a joint project in the Gulf of Livonia.

Cooperation among EU member states. That was one of the main themes emphasized in the report trade association WindEurope published ahead of this year's offshore wind conference.
