Norwegian authority rejects wind projects totaling almost 200 MW
During spring, the Norwegian Water Resources and Energy Directorate, NVE, axed project Andmyran Vind of 160 MW, which was denied postponement on its operationalization from Jan. 1, 2020, to Jan. 1, 2021.
This resulted in Prime Capital shelving the project, which the company had acquired from Swedish real estate firm Wallenstam only half a year prior.
And now, Andmyran Vind may have company, as the NVE has rejected another three projects. These are NTE Energi's Vikna of 9 MW, which had applied for postponement from Jan. 1, 2020, to Jan. 1, 2021, RWE's Oddeheia and Bjelkeberget wind farm of a total 85 MW, which had applied for postponement from Jan. 1, 2021, to Jan. 1, 2023, and, not least, Varanger Kraft's third stage of Raggovidda in Finnmark of 103 MW.
The latter project had applied for a five-year postponement until Jan. 1, 2026. According to Varanger Kraft, the reason is that there's a capacity shortage in the grid preventing the connection of a wind farm of that size. Moreover, the utility notes that there's uncertainty as to the the build-out of local hydrogen production, which was the purpose of Raggovidda's third stage.
As an overall reason for the three rejections, the NVE has listed a letter from November last year, in which developers were warned of tightenings in terms of postponing operationalization.
The letter notes that, as a starting point, postponement would be given until Jan. 1, 2021, so that projects could benefit from the power certificate scheme, but that no additional postponements would be awarded, barring unforeseen circumstances.
On Friday, the NVE denied postponement of operationalization for Statkraft's two wind projects Remmafjellet and Kvinnesheia, totaling 220 MW, in Trøndelag and Agder Fylke, respectively.
Two months ago, Dalbygda of 42 MW was also refused postponement, entailing the project was shelved. Dalbygda had, like Raggovidda, applied for postponement when the grid lacked capacity.
