Right now, installed offshore wind capacity in the US sits at 42 MW. So, depending on one's point of departure, Joe Biden's declaration on Wednesday didn't necessarily hold much substance, with the president asserting the need to "identify steps that can be taken to double renewable energy production from offshore wind by 2030".
